Try charging the shaver for 2 hours. Then unplug the shaver and check if it is working.
Perhaps the battery was almost completely empty. This may happen before first-time use. When you plug the shaver in, the battery starts charging very slowly to prevent damage. After about 30 minutes, the battery should contain enough power for the charging lights to go on.
